Maybe I don’t understand what you’re after. But 99.9% of Linux systems don’t use X. But none of those are desktop PC’s.
Q1: No, it does not require X. But some software even if not graphical, requires X libs for whatever reason (e.g. Using Qt)
Edit: to answer Q2: I don’t think there is technically a way to interact with the system without a TTY but thats technicalities. Your more practical answer is to use SSH to log in and interact. This is how most IoT things work which run Linux and have no display capability at all.

I’m talking more about force feedback peripherals, head tracking stuff, and especially plugins that work with telemetry from all the different game APIs.
Most FFB steering wheels will function at a basic level, and you can get something like a StreamDeck working with 3rd party software for basic button pressing but getting the whole ecosystem going is currently not possible but may some day work!
But no joke the thing keeping me on my main pc is the niche simulator peripherals. All my games work great but not the extra software I need.
My point here is burning paper on a mass scale instead of using wires or an IC is not a solution, not even a little bit like biodegradable food containers.

What sucks is those components are wrapped together with silicon valley (wannabe) software that’s so rushed and poorly planned (except the monetization!) that minor sensor failures take down the whole system. At least it looks pretty.
