He’s wearing the original hockey mask of Jacques Plante, and is representing Voivod, since they’re a fan of when machine meets man.

EDIT : I don’t speak french. It’s that way for effect, as it’s meant to be “Picard Québécois” gone evil, thus, not bothering to speak english/use the translators or whatever.
EDIT2 : The final line is “From now on, you will speak Joual”, which is the version of french specific to Quebec.
