In those with already two languages I would add a third one in the curriculum. That’s why I was saying one from another community. The most difficult part I can see is what language to choose and who makes the choice.
That’s what I always thought Spain should do, every one should learn at least one language from another community.
This is difficult because Madrid, Castilla (Toledo, Valladolid, Burgos, etc.), Andalusia and Canarias have no reasonable second language (unless English/animal calls counts as one)
